The total expenditure (other than capital expenditure) of the councils of county boroughs in England and Wales in 1927–28 on non-trading services amounted to £79,605,000, which included £17,028,000, approximately 22 per cent., for loan charges. Apart from local rates, there was available to meet this expenditure £22,718,000 from Government Grants and £15,204,000 from other specific income. It is not possible to say in what proportion income from various services was applied to loan charges and other expenditure.
