§ Mr. FREEMANasked the Secretary of State for India whether he has received any representations from the Government of India with reference to the proposals of the Ceylon Government making possession of a certificate of permanent settlement and renunciation of the protection of the Government of India a condition of eligibility for the franchise under the new constitution; and, if so, what steps he proposes to take in the matter with a view to the protection of the interests of Indian residents in Ceylon in accordance with the recommendations of the Donoughmore Commission?
