§ Mr. HERBERT MORRISONThe basis of the estimate is the annual returns of expenditure on the maintenance, improvement, cleansing and construction of highways, bridges and ferries which are rendered by local authorities to the Ministry of Health. It is not possible to say from the information furnished in the returns how much of the expenditure was in respect of construction.
