asked the Minister of Transport if he is aware that the Northumberland County Council has refused his offer to arbitrate as to the price to be paid for Wylam Bridge; and if it is his intention to use compulsory powers of arbitration in this case as soon as the Road Traffic Bill becomes law?

I am aware that the Northumberland County Council are unwilling that this matter should be referred to arbitration. Though there are provisions in the Road Traffic Bill in its present form for compulsory arbitration, the provisions of the Bill do not confer upon the Minister any powers in the matter.
