Mr. THOMASExcept in a limited number of cases in which the responsible local authority has expressed willingness to waive in favour of the Empire Marketing Board a technical infringement of a by-laws, none of these frames has been erected in a position known to be prohibited by local by-laws. In a few cases in which it has been found that a bylaw has been unwittingly infringed, arrangements have been made for the removal of the frame concerned.
