§ Mr. HERBERT MORRISONThe test sections of the experimental loop-way are kept under continuous observation, but definite conclusions cannot be reached unless the sections are subjected to traffic for an extended period. The main road is open whenever special traffic conditions, as in Ascot week, render this course desirable, but it cannot be reopened permanently whilst experimental work is in progress.
