§ Mr. D. SOMERVILLEasked the President of the Board of Trade if he will state the number and the names of those nations which have adopted any discrimination in respect of freights on goods carried under their flag?
§ Mr. W. GRAHAMI am aware of no such cases. As freight rates are normally a matter for settlement between shipowners and shippers, the question of flag discrimination can hardly arise except, possibly, in cases where the ships are State-owned.
