§ Mr. HERBERT MORRISONI have brought the hon. and gallant Member's question to the notice of the Port of London Authority, but I do not propose to appoint a committee to consider any scheme such as he suggests, of which the effect, in my view, would be rather to impede than to facilitate traffic.
