GOWERasked the Home Secretary whether he is aware that the Med-way Board of Guardians has passed a resolution urging His Majesty's Government to institute legislation to enable local authorities to take proceedings under the Children's Act, 1908, against persons accused of certain offences against children notwithstanding the time that may have elapsed since the alleged commission of the offences; and if he proposes to take any, and, if so, what, action in the matter?
