asked the President of the Board of Trade whether he can see his way to amending the Companies Act, 1929, in such a way as to place the transfer machinery and registration of securities of a public company beyond the control of the relative company's board of officers?

Mr. SAMUEL

asked the President of the Board of Trade whether he will introduce an Amendment to the Companies Act, 1929, designed in general to reduce the possibility of fraud in methods connected with the issuing of temporary documents representing value and, in particular, with the object of shortening the interval now allowed between the date of the issue of allotment letters and/or the issue of temporary scrip and the date of the exchange of allotment letters or scrip into securities in final form?

asked the President of the Board of Trade whether he will consider the amendment of Section 98 of the Companies Act, 1929, so as to make it legal for companies which desire to do so to appoint independent parties, such as professional accountants, as registrars and, for this purpose, to have the registration of members kept at the offices of the accountant concerned?
