§ Mr. MANDERasked the Secretary of State for Foreign Affairs whether the Government are prepared to support the proposals now laid before the Council of the League of Nations for a minimum international standard in the treatment of prisoners?
Mr. A. HENDERSONNo proposal of the nature indicated by the hon. Member has actually come before the Council of the League. At its last session the Council decided to consult the Inter-1522W national Prison Commission, which has lately endeavoured to draw up a code setting out the minimum standard for the treatment of prisoners, and the Howard League of Penal Reform, as to what aspects of the question can advantageously be dealt with by the League. The results of this inquiry, together with the views of the International Labour Office and various League committees, will be communicated in due course to the Assembly.
