asked the Postmaster-General if, in view of the dissatisfaction existing in the postal service over the question of promotion, he will take into consideration the devising of a scheme by which the postal servants shall have an effective voice in determining promotion?

Mr. LEES-SMITH

The present promotion procedure in the Post Office is on the lines laid down for the Civil Service generally by a committee of the National Whitley Council, and was itself the subject of an agreement with the staff side of the Post Office. I do not consider any alteration in the direction suggested by the hon. Member to be called for.
