§ Mr. W. R. SMITHSo far as I am aware, the only foreign country in which power exists to exclude goods made by prisoners is the United States of America. Similar powers within the British Empire exist in the United Kingdom, Canada, Australia, New Zealand, the Union of South Africa, the Irish Free State, Newfoundland and Northern and Southern Rhodesia. As from January, 1932, there will also be power in the United States of America to exclude goods made by forced labour or indentured labour under penal sanctions, but so far as I am aware similar powers have not been taken elsewhere.
