Member will have seen in Command Paper 3552 the text of a temporary Commercial Agreement which has been concluded with the Soviet Government with the object of regulating the commercial relations of the two countries until such time as a permanent treaty can be concluded. Negotiations for such a permanent treaty are being instituted immediately.
