asked the Minister of Transport if he is aware that young persons under 18 cannot insure for third-party risks; and if, in view of the fact that boys living in the country districts in the North of England have often to use motor cycles to travel to their work, he will see that in the proposed legislation on this subject their position is not worsened in any degree?

Mr. HERBERT MORRISON

I am informed that although some insurance companies are reluctant to insure young persons against third-party risks, others are quite willing to do so, and that if legislation on the lines referred to by the hon. Member is introduced there should be no difficulty in obtaining the necessary cover by insurance merely on the ground of the age of the person who wishes to obtain a policy.
