Mr. HENDERSONThe reply to the first part of thet question is in the negative. The question of financial claims was raised in a general way during my conversations with Monsieur Dovgalevski and, as will be seen from the text of the Protocol, will form one of the subjects to be settled by negotiation between His Majesty's Government and the Soviet Government.
