§ Mr. DAYasked the Postmaster-General whether he will consider reducing the 1254W charge for samples sent by inland letter post to the same rate as charged for samples sent abroad?
§ Mr. LEES-SMITHI regret that I am unable to reintroduce the inland sample post, which would entail a considerable sacrifice of revenue; moreover, experience has shown that it is impossible to pre vent the transmission by inland sample post of small parcels which are not samples at all except by imposing restrictive Regulations which are harassing to the public and difficult to administer. The foreign sample post is maintained in execution of the Postal Union Convention to which this country is a party, and its justification lies in the fact that the foreign letter scale is much higher and steeper than the inland letter scale.
