Mr. FREEMAN

asked the Secretary of State for War whether he is aware that the piece of land acquired on Penarth Head for the purposes of a fort during the War is a disadvantage to the town by preventing a public right-of-way round this headland; and whether he will consider the possibility of handing back this land, so that it can be used to greater public advantage?
