asked the Minister of Labour whether she has received representations from a conference of local authorities in Fifeshire, held on the 28th September, urging the necessity of conceding to local authorities the full improved terms of Government grants for unemployment relief, namely 75 per cent. of the loan charges for the first half of the loan period and 37½ per cent. of the loan charges for the second period, without the imposition of the condition that a proportion of the labour should be imported from a depressed area or, alternatively, that the conditions should only come into operation after the absorption, in the first place, of all local unemployed upon local unemployment relief schemes, in which event transferred labour should be imported if necessary from one Fifeshire area into another Fifeshire area instead of from an outside depressed area; and whether she is prepared to take the necessary steps to give effect to the views expressed by the local authorities in order to facilitate the progress of local unemployment relief schemes?
