§ Mr. PONSONBYHis Majesty's Governments in Canada, New Zealand and the Union of South Africa have intimated their willingness to participate in a Convention on the lines of that recommended by the Washington Conference, and His Majesty's Government in Newfoundland have signified their general approval.
