§ Mr. LUNNThe answer to the first portion of the hon. Member's question is in the affirmative; the question of increasing the capital of the bank has been reconsidered in the light of the representations made, and it has been decided not to approve such an increase. There has been no change in policy, as it was never the intention that the original capital should be increased.
