§ Sir W. JOYNSON-HICKSThe circular was sent to every Registration Officer in England and Wales. Copies were supplied to the Press, and also to the Central Offices of the three political parties, whose practice I believe is to notify the local registration agents of the contents of such circulars. I do not think it necessary to send a copy to each Member of Parliament, but I will arrange for copies to be placed in the Library.
