§ Lord E. PERCYThe calculation of the grant for the year ending 31st March, 1930, depends upon a number of factors which are not known in advance. In the absence of information on such matters as the expenditure incurred by the local authority during the year, the average attendance of children in the elementary schools during the year, and the rateable value as on 1st April, 1929, I am unable to state the amount of the educational grant for the year beginning on that date.
