asked the Secretary for Scotland whether premises used for storage of spent shale, and oil works where operations are temporarily suspended, come within the scope of the derating proposals?

Clause 31 of the Local Government (Scotland) Bill applies only to industrial and freight transport lands and heritages as defined in the Rating and Valuation (Apportionment) Act, 1928, and the question whether the premises and works in question come within the definition of industrial lands and heritages falls to be decided by the assessor, subject to appeal.
