§ Mr. GROVESasked the Chancellor of the Exchequer whether he has received resolutions from many corporations calling his attention to the existing competition among local authorities in connection with the raising of loans for their respective capital works; and whether he is prepared to consider the creation of a municipal loans bureau operated by the central Government, having for its object the raising of money to be applied in making advances to local authorities on reasonable terms and providing a necessary and ready means to local authorities for the investment of their sinking funds?
