§ Mr. W. GRAHAMThe answer to the first part of the question is in the affirmative. As regards the second part, if any definite proposals for a scheme of training, of the kind suggested in the question, are put before me I shall be prepared to examine them in consultation with my right hon. Friend, the President of the Board of Education, but it is not likely that the Government could contribute to the cost.
