present financial circumstances they would not be able to start any new or important project on which work had not begun; and, if so, whether His Majesty's Government are contemplating any action to prevent the suspension of work and the adverse effect on employment in the United Kingdom likely to be caused thereby?

§ Mr. BENNI am aware that the Government of India have found it necessary to curtail for the time being the large capital allotments made in recent Budgets for new projects. The hon. Member no doubt realises that the construction of new railways in India does not necessarily involve at once the expenditure of large capital sums in this country, the bulk of the outlay entailed being on labour and local materials.
