§ Mr. HORE-BELISHAasked the First Lord of the Admiralty whether he will consider, in order to stimulate emigration of naval pensioners and their families to the Dominions and Colonies, allowing them, when they desire, to commute their pensions in full to enable them to take their families and effects to the Colonies and invest their money in the countries in which they settle down?
§ Lieut.-Colonel HEADLAMThe provision whereby a portion of a Navy pension must be reserved from commutation was framed in the interests of pensioners generally, and I am unable to recommend any variation of this principle for the particular purpose indicated.
