Mr. LOCKER-LAMPSONThe answer to the first and last parts of the question is in the negative. As regards the second part, the United States of America are not bound by the provisions of the Protocol of 25th July, 1928. As regards the third part, the United States not having acceded to the Convention of December, 1923, the question of the appointment of American members of the International Legislative Assembly has not arisen.
