So far as I am concerned, I propose that the "Enchantress" shall continue to be maintained with a minimum of expense, and shall be utilised for the regular Board Inspections on occasions when her use will facilitate the work of the Board in an important degree and will not entail undue cost. In coming to this conclusion, I have taken into consideration the opinion of senior officers of the Navy that the Service is suffering by the present restriction of the opportunities for the Board as a whole to see the Fleets actually at work, and that it is not desirable at present to take any step that would make it impossible, whatever the circumstances might be, to restore those opportunities.
