Mr. McNEILLA joint Commission of British and Chinese delegates has been engaged in a preliminary investigation of the conditions under which Wei Hai Wei should he returned to China, and the reports of the British delegation are 279W under the consideration of His Majesty's Government. There has been no unnecessary delay in the matter.
