§ Sir J. GILMOURThe reports received from the Department's officers show that they have consistently done what was in their power to guide and encourage nursery schools. Under Section 8 of the Education (Scotland) Act, 1918, however, the initiative in establishing such schools rests with the education authorities, who are in a position to decide, in the light of their local knowledge, whether action on their part is required.
