§ Viscount WOLMERMy Noble Friend's suggestion, though interesting, is administratively almost impossible to work, and the differential rate would involve wholly inordinate expense. I cannot pretend to give any exact estimate of the cost but, allowing for administration, it would probably be of the order of £2,000,000 per annum.
