§ Sir W. MITCHELL-THOMSONI am aware that a number of clerical officers in the London telephone service of 15 years' service or more are not at present within the range of promotion to higher grades. Whilst sympathising with the position of these officers, I am unable at the present moment to do anything to alleviate their position apart from the creation of higher poets not warranted by the requirements of the service, a step which, in my opinion, would be quite unjustifiable.
