asked the Home Secretary under what authority British subjects embarking from or disembarking in the United Kingdom are required to furnish passports.

The production of a passport is not essential to enable a British subject to embark or disembark at a port in the United Kingdom. It provides evidence in a convenient form of the nationality and identity of the holder: but if a British subject is in a position to produce other satisfactory evidence as to his nationality it would be accepted.
