Mr. PARKINSON

asked the Minister of Labour how many insured persons were refused benefit at the Wigan Employment Exchange in the months of September and December, 1927, and January, 1928, respectively, and the reasons for the disallowances.

pursuant to his reply [OFFICIAL REPORT, 22nd February, 1928, Col. 1592, Vol. 213 supplied the following statement:

Statistics are not available with regard to the number of persons actually in receipt of unemployment benefit. The average number of claims current at the Borough Employment Exchange during the month of January in the years 1925, 1926, 1927 and 1928 was 9,754, 6,145, 6,605 and 5,644 respectively. The amounts paid in, benefit were as follows:

January, 1925 (five pay-days) … 40,000
January, 1926 (five pay-days) … 22,000
January, 1927 (four pay-days) … 20,000
January, 1928 (four pay-days) … 16,000

It is not possible to state the amount of the contributions received from employers in the borough of Southwark during these periods, but the ratio of contributions at the present time as between employer, worker and Exchequer may approximately be stated as 8:7:6.
