asked the Home Secretary, in view of the fact that the existing Borstal institutions for boys are overcrowded and the working of the system is thereby hampered, if it is proposed to carry out Recommendation 71 in the Report of the Departmental Committee on the Treatment of Young Offenders (1927) by providing a new Borstal institution for boys as soon as possible?
