Excluding industrial staffs, certificates of qualification for appointment to situations (administrative, professional, clerical and manipulative, etc.) in the permanent Civil Service have been issued in favour of 10,208 persons during the period from 1st January to 8th December, 1928. This number includes approximately 7,000 members of Post Office manipulative grades.
