HC Deb 18 December 1928 vol 223 c2833W
Mr. KELLY

asked the Minister of Labour whether the trade board for the made-up textiles trade has agreed noon the number of learners to be employed in the trade; and, if so, what is the ratio of learners to journeymen?

Mr. BETTERTON

The determinations of the Made-up Textiles Trade Board lay down no ratio of learners to journeymen. A certificate has to he obtained from the Board in respect of each person to be paid at the learner's rate, and where it is proposed to employ more than one learner for every three journeymen, it is the practice of the board before granting a certificate to require evidence that effective instruction will be given. Where such evidence is forthcoming the board are under a statutory obligation to issue a certificate.
