§ Earl WINTERTONThe effect of the emission of a provincial contribution is to place additional resources at the disposal of the provincial administration as a whole. These resources form part of the general revenues and balances of the province from which the requirements of all provincial services are met. Although these remissions will enable increased grants to be made to the transferred side, I have no information as to the extent to which transferred departments in each province have benefited.
