§ Mr. McNEILLIt is for the head of each Department to determine, in his discretion, the proper channel through which representations should be made to him. I am not clear as to the meaning of the latter half of the question, and I do not think that I can add anything to the information as to arbitration214W machinery which I gave to my hon. and gallant Friend in my reply of the 4th May.
