asked the Secretary of State for the Colonies whether he has been able to formulate the reference to the Judicial Committee of the Privy Council on the advisability of disallowing the Malta Military Training Ordinance enacted on the 4th of February, in accordance with the intimation given by him to this House?

The only question which could be submitted to the Judicial Committee of the Privy Council would be that of the legal competence of the Ordinance referred to. I am not taking further action on this at present, pending an endeavour to discover, in consultation with the War Office, some means of reconciling military requirements with the views of the Maltese Government.
