asked the First Lord of the Admiralty why permission is withheld from chief and petty officers of the Royal Navy to wear brown leather gloves, observing that sergeants, Royal Marines, and corresponding ranks in the Royal Marine band for service afloat wear this pattern glove as an article of uniform, and no expense to the Service would be incurred, as the gloves would be purchased by the chief and petty officers?
