asked the Postmaster-General whether he will substitute a postcard for all communications and receipts from his Department as far as possible for the grey coloured letter now sent which is known to all on account of its colour, and thereby effect a saving of one half-penny in each case?

I assume that the grey coloured letter referred to is the one sent out from the Savings Bank Department, which is used to acknowledge a deposit of £20 or more. Under the Savings Bank Acts the amount of any deposits or withdrawals must be kept secret, and acknowledgments of deposits cannot therefore take the shape of a postcard, as the hon. Member suggests.
