§ Lieut.-Colonel HEADLAMThe practice of determining the amount of a naval officer's retired pay with reference to complete years of service, and ignoring fractional parts of a year's service, is similar to that which prevails in all branches of the public service. In these circumstances, I regret that I cannot hold out any hope of any departure from present practice.
