§ Earl WINTERTONThe answer to the first part of the question is in the negative. It is not expected that the replies of local Governments, forwarding the views of the Services upon the provisional scheme submitted to them, will be received by the Government of India until next month. I am sending my hon. Friend a copy of the communication which has been sent to all officers affected who are now on leave in this country.
