Mr. LOCKER-LAMPSONI am not in a, position to express an opinion whether all Powers having interests in the Far East are observing a policy of noninterference in purely Chinese matters. This is, however, the policy followed by His Majesty's Government, who hope to secure its general adoption as far as possible.
