§ Colonel LANE FOXYes, Sir, and the recommendation was against the compulsory use of this method of shot-firing. As I have previously stated, this question has been very carefully considered, and I am satisfied that it is neither desirable nor necessary for safety to make the use of such appliances compulsory.
