Mr. LOCKER-LAMPSONThe only armed force under the control of the Shanghai Municipal Council is the volunteer corps which is international in composition. The police force, which is mainly Chinese but also includes Europeans, Japanese and Indians, do not carry arms, unless engaged on some special duty which renders such a precaution necessary.
