asked the Financial Secretary to the Treasury whether he is able to give the latest estimate of the National Savings Committee for the amount held by small investors in War and national savings certificates?

Mr. McNEILL

The cash value of certificates outstanding at the present time, including accrued interest, is about 483,000,000. No data exist for estimating the distribution of savings certificates amongst various classes of investors, and no such estimate has, so far as I am aware, been made by the National Savings Committee. But it can hardly be doubted that the majority of these certificates are held by small investors.
